Energy Assistance

Low Income Home Energy Assistance Program (LIHEAP) Low Income Home Energy Assistance Program (LIHEAP) is designed to help low-income households pay for winter energy services.

The LIHEAP (Energy Assistance) Program is comprised of four programs: Low Income Home Energy Assistance (LIHEAP), the Reconnect Assistance Program, PIPP (Percentage of Income Payment Plan) and the Emergency Furnace Program. 

Energy Assistance Priority Months are as follows:

  • October 1 – seniors and disabled households
  • November 1 – seniors, disabled and children 5 years old and under
  • December 1 – general public

ENERGY ASSISTANCE APPOINTMENT DATES are scheduled for the first Thursday of each month provided we have funds available.  These appointments are first come first served and can be made in person at Carver Center 710 W Third Street beginning at 8am. Or by calling (309) 671 3900 beginning at 830am. If you call expect a wait time to be connected to a representative. We realize the frustrations of customers trying to get through and sincerely apologize for the inconvenience. Please continue to call until you are connected. Appointments cannot be made online or via email.

Eligible house must meet the above guidelines, as well as income guidelines. Applicants should present proof of income for the last 30 days, the most current utility bill, and social security cards for everyone in the household.
